ASPG UNIVERSITY POLICY FRAMEWORK

1. Mission & Vision
Mission: To transition from Political Government to Legal Government globally by training leaders rooted in the Constitution, the Law, and Integrity — and in the representation of every tribe in parliament.
Vision: A world governed not by political manipulation, but by the Law and the original Constitution of the people, where every tribe has a legal voice in nation building.

Note: We reference the principles in the book we authored on Legal Government and Constitutional Integrity.

2. Core Values
- Constitution & Law First: All decisions must align with the original Constitution and established Law. We do not recognize amendments made for political or personal gain.
- Protection from Manipulation: ASPG University teaches leaders to guard the Constitution from presidents and parliaments who amend it for self-interest.
- Representation: Advocacy for each tribe in every African country to have political party representation in parliament, as provided in law.
- Integrity & Accountability: Judicial and public offices are applied for on merit, not appointed politically.
- Knowledge & Service: Education that produces leaders who serve the Law and the people, not parties.

3. Academic Policy
1. Programs: Certificate, Diploma, and Leadership courses in Constitutional Law, Legal Government, Politics, Public Policy, and Nation Building.
2. Core Curriculum: All students will study the book on Legal Government authored by ASPG, the original intent of constitutions, and how to identify unlawful amendments.
3. Admission: Open to all citizens committed to Law and Constitutional governance. No tribal, political, or gender discrimination.
4. Instruction: Online, community forums, and mentorship with constitutional lawyers and policy leaders.
5. Assessment: Based on understanding of Constitutional principles, drafting of lawful policy, and advocacy projects that defend the Law.

4. Governance & Leadership Policy
1. Legal Government Model: The University models governance based on the Constitution and the Law. Leadership is by application and merit.
2. Non-Partisan: ASPG University does not endorse political parties that violate the Constitution. We train leaders for parties that uphold the Law.
3. Statement of Support: All partners, students, and advocates are invited to submit a Statement of Support to be published on the website for transparency.

5. Student Code of Conduct
1. Uphold truth, respect, and the Constitution and the Law in speech and action.
2. No hate speech, tribalism, or incitement. We build unity through legal representation.
3. Defend the Constitution against unlawful amendment. Expose political abuse of the law.
4. Represent ASPG University with integrity in all public engagements.

6. Statements & Publications Policy
All public statements, research, and advocacy materials must:
1. Be rooted in the Constitution, the Law, and the principles in our book on Legal Government.
2. Promote unity, lawful process, and respect for all tribes and nations.
3. Be submitted and reviewed before publication on https://aspguniversity.com/statements-of-support

7. Community Engagement
ASPG University partners with communities, leaders, and institutions to:
1. Educate citizens on their Constitutional rights, duties, and protections under the Law.
2. Advocate for judicial positions to be applied for, not appointed.
3. Expose and resist unlawful constitutional amendments by presidents and politicians.
4. Support the establishment of political party representation for every tribe in parliament.
